Senator Janet Nguyen's bipartisan effort to improve the welfare of animals in shelters has taken a significant step forward as a package of bills she authored passed the Senate Business, Professions and Economic Development Committee. The bills, collectively named PAWSitive Change 4 Pets, aim to bring transparency and accountability to animal shelters across California.

During the committee hearing, Senator Janet Nguyen emphasized the importance of being the voice for voiceless animals, stating, "Animals have no voice. So we are their voice." She highlighted the need for California to lead in animal welfare and ensure that animals in shelters are treated with care and dignity. The bills seek to standardize reporting in shelters to encourage improvements in management practices.

Senator Janet Nguyen's bills, SB 1478 and SB 1459, focus on various aspects of shelter operations, including the documentation of animal medical records and the number of euthanasias. Senator Josh Newman, a co-author of the bills, expressed his commitment to protecting pets, saying, "I’m a firm believer in the importance of protecting and promoting the well-being of pets."

The legislation comes in response to distressing discoveries made by Senator Janet Nguyen regarding poor shelter conditions, including incidents of neglect and lack of medical treatment for injured animals. SB 1459, one of the bills, mandates monthly data reporting on shelter websites of large counties, promoting transparency in shelter operations.

Dr. Kate Hurley, a national shelter veterinarian expert who testified during the committee hearing, emphasized the importance of trap, neuter, and release programs for community cats. Her dedication to improving animal welfare is evident in her work, including co-authoring guidelines for standards of care in animal shelters and co-creating the Million Cat Challenge.
